I don't think that shouting for someone in world chat if they're willing to sell you cash items using their crystals, a ban-able offense.
Or are you asking a question if you could ask someone in world chat if they buy crystals and are indeed, what you term "Casher"?

Could be wrong but if they are looking for a casher to buy them, let say a new pet/costume and such, then it's not illegal.
However, if they are looking for a casher to put crystal on their account and/or buy them vip(since the change) then that's illegal.
Just a guess though. I think it depends what they are looking for.Comment

Pets can be gifted in-game and costumes can be traded, so it is not illegal. However, having a casher log into your account for crystal or VIP purchase is illegal as they are accessing an account that is not their's.Comment
