How many guild skills can you get for each guild level??

heard that lvl 7 guilds can have 3 skills, while lvl 8 can have 4, does this mean that lvl 9 = 5 guild skills and lvl 10 = 6??

Or is 5 the maximum guild skills you can obtain at lvl 10 and basically:
lvl 9=4
lvl 8=4
lvl 7=3
lvl 6=3
lvl 5=2 etc etc ??

Not quite; level 9 guilds can have only have 4 skills learned while level 10 will have the max of 5 skills.
