Rogue Frost skill

Might be way too late to notice this, or maybe its meant to be this way, would scroll through forums but i find the searches and organisation of it hell confusing. However my rogues max aug frag is only 5% frost proc, yet other builds are 10% is this purposely? because i could have sworn it wasn't that way before >_> might just be me, but i only noticed it when my frost wasn't proccing as often as it used too, no abusive comments please. thanks

Im pretty sure it has always been 5%...Our rouge frag was nerfed due to high attk speed.

rogues basic atk is faster than the others so their first proc % was intentionally made 5% and it has always been there
