Its after merge/maintenance and merge.

So anyway, was it only me or is the Seed of Life event bugged? I can't accept the quest and my it's still says 2/2 on my quest journal.

check if you have any seeds in your bag
if you do you can not accept any quests
plant or put them in vault to be able to accept the quest

It is possible that the merge might have thrown off a couple events from the previous day if merging was completed after reset. If that is the case, you will be able to pick back up on your dailies after the following reset.
