Normal Gem Exchange

When I want to exchange my normal gem coupons, it can only be exchanged to page 1 gems, there is no fire opal etc , there is no "next page button", there is a next page button in shinning gems coupon exchange but not in the normal one, is this a bug or normal, thanks

Shining Fire Opals etc have 1% critdmg.
There is no such thing below 1% therefor no normal gems for them.
