Recently I changed my character skills using a time of sands. I was using the Backbreaker at level 5. However I reduced it to level 1. I have noticed that when I hamstring an enemy, it still says Hamstring V instead of Hamstring I.

that's because hamstring I is 5% speed reduct. hamstring VI is 30% etc.Crystal Saga:
