I am lvl 67 and have NEVER been able to do redemption quest. i do each step correctly but i cant get an intel report. this is very unfair and needs to be fixed.

tell us or.. me. exactly how did you do your redemption quest?

Are you killing level 65-70 enemies for it? You only get an intel report for killing an enemy in the same level range as the redemption quest. Also check your inventory to make sure you don't already have an intel report, they don't drop if you have one already.
