Random Shop Lv19 Ladder

First off I forgot to take a screenie, but it's quite simple.

On lv19 there is a chance to get Dexter, the shopkeeper. Altho only 2 out of 5 partymembers saw the shop eventho we were all together. Are the shop-appearances individual or is this as it seems to be a bug? All other shops of lv40 and 50 did appear as supposed to to all players.

The merchant appearances in the Crystal Ladder are individual. They will appear for some players but not all in the party.
