Reinstalling Windows would not have affected your ability to log into your account, as this is a browser based game. All you should have had to do was put the address in your address bar and go, then enter your log in information.

If your account was bound to an email, and you no longer have access to that email account to recover your password, then it would be a good idea to file a ticket and see what the GMs can do to help you. Sadly without the bound email, and without the password, the only option that might be possible for them to track you as the account owner is IP. Hopefully that is a fine way of verifying that it is your account.
