2nd Row Guild Skills

I couldn't find an already created forum for this so I'm assuming I'm an isolated case. XD
I'm trying to unlock the new Guild Skills in the 2nd row, but it tells me I can only have a maximum of 2 skills while everyone else is saying they have their 4.
To tick off the questions everyone else in game already asked me:
Yes I have enough contribution
No I don't have any skills already unlocked in the 2nd row
Yes the skill is unlocked. It shows up as 0/1
The guild is level 5.

I might be doing something wrong most likely. Sorry if I'm wasting your time. >.<

Guild lvl 8, members can learn 3 skills, lvl 9, 4 skills, lvl 10, 5 skills.

As stated, the number of skills you can learn is dependent on the guild's level.

From what I have seen you cannot get more than 2 Guild skills until your guild is level 8 or higher.

My guild is lvl7 and I have 3 Skills atm (2 old, 1 new skill).

As stated, the number of skills you can learn is dependent on the guild's level.

I tried to find where the Guild thingy was posted and couldn't find it for the life of me. I'm not the best at navigating forums. Thanks everyone for your time.

You're not as bad as you think. XD No one has posted a thread that displays the number of skills you can learn -- your's would be the first. It's just been discovered via trial amongst players in different level-guilds and then heresay. I honestly wouldn't have been able to list the number of skills for you like the others' here simply because I don't know much outside a level 10 guild. >.< So we've both learned from the other responses.
