There is a chance for him to appear. He won't always appear when you reach Level 19 Ladder.Helpful Links

Dexter is suppose to be random, but can also be found randomly on certain levels. Lvl 40 & 50 merchant are the only constant.
R2 should also add lvl 60 merchant and possibly more items for lvl65 NPCComment

What's Dexter do? Btw, I've never seen or heard of a Dexter when I went to lvl 19 ladder...Gone... for now,

Yes, some toons never see him (I haven't seen him EVER on my alt) and others just about every run, but on random levels where he might appear.
I'd really like to know what the chance % is of having him appear, because my main sees him all the time and my alt doesn't, and it's always the same party.IGN: Sigrun

dexter only appears to ppl who dealt considerable damage on the previous levels.Comment

This is correct. We had a group member who needed gold badges for his last insignia. All of us would just follow him through the levels. We would only let him attack. Once he saw Dexter and got his gold badge (He had until level 44 to do this) we would continue on as per normal.Originally posted by R22015195 View PostComment
