why major enchancer (the loot) is more failing than minor enchancer in(CS shop)?

i use minor enchaner crystal x20 in lvl 80 slayer staff +9 weapon and i gain +12 then i use major enchancer crystal x70 all fail back to +7
i loss my +12

I know people who used enchantment stones to get to +12 on slayers. It's all about luck, you can luck out 10 times in row at a <10% chance, you can win the lottery, well or you fail at >80%. Keep trying.
