yups, that's where the epic failure (once again) has happened (Priest curses starts the 3 sec damage counting right after the curse is dropped and that's why doesn't deal damage right after someone/something hits on those..) for it to be useful should deal the damage right when some enemy hits the curse, that way it would probably even unstealth cloaked rogues..
