surely.there.is.soething.can.be.done.to.atleast.prevent.same.thing.to.be.happening.agan.to.another.player.done.by.this.playyer.scamming.them?

Players themselves need to take preventative measures when conducting trades in order to eliminate (or at least minimalize) the risk of getting scammed.
Know and trust who you're trading with -- did you just meet this player? Are they known for committing to trades/gifting? Is their offer too good to be true? Utilize the trade interface and sell/buy system over gifting (where scams notoriously occur).
When in doubt, ask around to see if the seller/trader has a honorable reputation.

It is as Reverie stated - use some common sense, check the players stats, check there pets, mounts, items, check with other players and see if the said trader is a genuine one...
Things to look for - if a genuine casher offers to sell you something from the fate shop then check there character, if its a level 30 mortal with no cash equipment then be safe and dont risk it with them. If however they have a cash mount, devine wings, high tenets, and so on (just an example) then you can be pretty certain they are a genuine casher - but saying that of course doesnt mean they wont just take your money. So again ask about and just be on the safe side.
ALWAYS CHECK WITH OTHER PLAYERS. Remember this and then you will be safe. Same with torch parties - linking the torches is useless, always ask other players if its safe, check the stats and check the level etc.
And, flaming at R2 because they can not punish said scammers is unfair it is your job as the players to safeguard yourselves against this happening - not R2's.

It depends on the scam. If you say that you will gift an item if paid X amount. You are paid X amount, then don't gift anything, then that is acceptable to r2. They should have bought from a more reputable seller.
This is why newly released clothes are tradable until equiped. To cut down on the tickets they won't act on.
