How can I tag someone's name to the chats?

I used to play on S31 Tree of life a couple years ago and I remember we used to type a kind of [code+char's name] to send his name as a link to the chat.. So ppl could click the name and see all the options u have when u click someone's name in chat... is that still possible? If yes, how can i do that?

I remember the 'code' was someting like [^name] or something like that...
