Beast Soul

Hi! a quick question on how to use the beast soul, what level should it be available?
as far as I know you need Dragon Essence to upgrade it, but when I open the beast soul and clicked promote nothing happen.
Is there a requirement to use this system?
and a follow up question, what is the average numbers of Dragon Essence to max it out?

It's rather difficult to approximate an "average amount" as boosts (if used) and sheer luck are dynamic variables. The total number of Dragon Essences required to max is in the ballfield of the thousands.
