why do superior fragarach for rogues only got 5% frost chance while the rest got 10% in VII

Based on statistics though, 2 5% chances are better than 1 10% chance. If you are lucky enough, you can get 2 frost hits while others get 1. Sorta hard to explain, but isn't this an advantage for rogue?Comment
