can you put same attribute seal on the open attribute slots? Let say i want to put just Seal of pristine evil its gives agi +800 end +800 on all attribute slot? Can I do it that way? or i need to have different attribute seals to put?

Yup, if you wanna put the same seal in all 8 attribute slots you can do that.
