PVE server 61(new)

Is there a reason for a PVE server when players can still attack in open world areas?
Can someone please explain why this is possible.
surely a PVE server basically means no pvp unless in dedicated battlefields/arenas.

Kaymo is the only place on the map that is a pvp area, becasue Gotor spawns there, a boss that you need to kill as a guild. So guild do battle there over Gotor. So it needs to be pvp.
