Is anyone/did anyone have a hard time with the goblin skulls?

I've been trying day in and day out to get 15 dragon skulls and over the course of 2 days I've only obtained one
Did anyone else have this problem or am I just not killing the right ones? Any help would be much appreciated because I really want to finish this quest but I can't and its killing me ugh

Make sure you have at least one empty slot in your inventory. if your inventory is full you wont be able to loot any.

Usually clicking on the quest log, it'll take you to the right goblins to kill, like galahant said u need to have empty inventory slots to 'pick' them up.
Which quest is this by the way?
