Guy's I have a few questions about fusing

I heard from a mage in server 6 that 2nd perf frag can be fused w/o being refined.
Now i asked from a friend in aeria if he can fuse the sword even tho its not refined.
im so confused, so i need to refine it on order to fuse on my main weapon or no?

Only the primary weapon needs to be fully refined when fusing two weapons together.
