You can buy crystals with paypal (dont know about another way besides paypal and credit card but I know there is other ways)

Yes the dress is permanent HOWEVER I strongly suggest you wait for one of the newer outfits ( events only) to come out. You get better stats than you do on the elegant dress/hair/tux
