Needing help about "Super Angel"

On behalf of my friend I wonder why:
(1) her Super Angel cannot reach level 60
(2) why her pet cannot learn the 4th skills and still got three (skill slot has always been open) (note that I also have a super angel of level 51, and I have learned the 4th skills, called Frenzy)

If anyone knows I'd love to hear a reply. It'd be great if there's also a solution to it (if anyone knows how to)

1. Your Pet in general cannot be 5 levels over your current level.
2. My pet has not gained a skill since level 40 - level 85... Its all on luck.

pets can only gain 5 levels above yours... so if im level 50, my pet can only level up until 55 unless i level up so it can get to level 56... as for skills, it has 2% chance (i think) to gain a new skill upon level up...

With the 2% chance only to learn pet skill each time you level up ... if it just doesn't learn, is there any way to resolve that?

What I mean is that - can I buy anything to help the pet learning the 4th skill
