New Character Glitch

When i try to create a new character on (S1) Aurora Point, there is a glitch where i cant redeem my quest rewards from the Mayor. This problem makes it so it is unable to do any other main quests. Is this a global glitch or is it just me?

Its a global glitch , the work around is putting 2 skill points sometimes 3, into a skill.
