Can these mounts be done out of order?

Example: Is it possible to collect 150 therion, and spawn a phoenix without going through genbu, white tiger, and seiryu?

No you need to go in order from genbu to phoenix.

In addition, you need to have the mount Hellwing and Genbu to get White Tiger mount.
