I am getting EW(bound) in NM Purgatory from Hell's Judge about 1 ew per run, if at that.

This is most likely true because I haven't gotten any on my main (146) but my alt got one on hard (lv121)

In any case... its terrible because we need those ews and even if its only ONE bound per run, IT SHOULD NOT be subject to the level drop penalty
