I recently came back to CS and see that the US East PVP servers almost empty... possible to merge with PVE? or to be able to travel

They don't merge pvp with pve. Wouldn't be fair to anyone anyway.
Traveling is not allowed either.
The problem is that CS reached the end of its lifespan already.
At some point you just beat the game in all pve aspects and have nothing to do anymore except farming items but those most likely fail and you ragequit or you cash them and get bored.
And since they don't make new pvp servers lately, the potential newbies to merge to older servers are missing.
