it takes 25-30 tries to get hellwing but some people get in less then that

Keep it mind there's only a "speculated average." You could morph with the next click or several; it's all based on chance.

If you really unlucky 15 stars is the max your luck can be so keep trying .

There isn't a set max amount of stars you can acquire before upgrading, so if your luck is indeed dreadful, it's possible to exceed even 15 stars.
