need help for shadow rouge

im starting a shadow rouge, i heard it was good in pve and pvp if done right, is it possible to do this withought cashing? (im kind of poor atm) haha, also if it is possible could someone please help me out with the build? or someone please refer me to a guide? ive looked but theres so much criticism that i just don't know
