can you explain me how can i change quarter master voucher for quarter master tokens?

When the quater master vouchers come back as an event, you will be able to exchange it once again.

[Reverie]

All vouchers (such as the Quartermaster and Elite vouchers) are only valid when the event is active. You can however hang onto them until the event comes back around.
