Handbook quest gone

Actually, in order to restore your previously abandoned quest, you will need to go through the ticket system.

I've done sending tickets and 3times already.. R2 annie told me that i should look for a GM or Mod here like this time. my ticket # is 203598

I'm not familiar with who Annie is (or do you mean Fanie?), but I will forward your ticket when the individual who handles Crystal Saga tickets is on duty. Keep in mind that the Monster Handbook quest's manual restoration requires both your character and the individual assigned to your ticket to be online at the same time. If you are unable to do so, the GMs will not be able to restore your quest.
