How to become scion?

How to become a scion? I've gone to Tryia Village but i can't get my plane to Scion.Other players can,but why not me?

You need to be at least a lvl 80 mortal to receive the rebirth quest for scion.

But i got a friend who isn't LVL 80 but he is a scion.

First you need to be a lvl 80 mortal. Then you do the rebirth quest. Then you are rebirthed as a lvl 1 Scion, with 12 skill points and 60 attribute points to start with. You need to level back up. If you want to become an eidolon, you need to level up your character to a lvl 100 scion, then do the eidolon rebirth quest which will make you a level 1 eidolon.

Does that make more sense?

but i see more player 40 plus bt have scion

They have scion next to their name because they became a lvl 80 MORTAL first, went to Tyria Village, handed over 15 gold, 1 heart, light, void, ice and brilliance shards. When they turned that in to the Goddess, they became a lvl 1 SCION. Memory explained it quiet well.
