I believe the promotion has ended, so there is no way for you to get that weapon now.
However you might want to consider fragarach weapon as a replacement for crystal enchanted weapon. It is a lvl 40 weapon that has better stats than even a lvl 51 purple outstanding weapon. And lvling from 20 to 40 shouldn't be too hard.Comment
