Quota for your level has been reached?

when i try to purchase from the item shop it says the quota for my level has been reached? is this normal and what level does the quota reset or raise? im lvl 34...

This is normal; characters under a certain level can only purchase so much. From what I recall, I believe the level you need to be to freely purchase is 35.
