need GM help with pet issue

i recently hatched a teeka but for some reason it doesnt use skills in battle not even magic attack lv1 so i thought maybe it was a lvl issue as i am lvl 83 and pet was really low lvl but as im lvling it up i see no improvement it is now lvl 61 still not using skills what do i do is it bugged
