Gifting is immediate. If your gifting was successful, there would've been a message in red stating so in your chat box. You may also want to suggest that your friend carefully check his pack.

I had to be level 35. That was told to me in-game.

Yes, there is a level requirement for gifting, hence why it wasn't successful as you mentioned. Give it another try once you've reached the 35 marker.
