I have a character on both servers that merged s84. s86 on the same account. since the merge now my VIP states I have it, yet I cant use any VIP related things in game. I cant log onto both, I am assuming because they are both on the same account on joint server? no response from R2 support yet

You will need to await clarification via ticket regarding your random VIP state. As for being unable to log both toons at one time, you will not be able to if they are on the same account. You will need to resort to simply using one toon or the other at any given time. -
