This has been happening for some time now in S94

There is the screenshots i took over over a phew days.
The level ranking 12-15 is the hacker bots as well.

If you suspect certain toons to be bots, you will need to file a ticket reporting so. You will need to provide each suspected IGN along with the server, as well as screenshots of each toon rather than of the rankings alone. The team will investigate the toon(s) from there and positively identified bots will be banned.
