Charged 1000 crystal twice declined twice but my money was taken

whats the deal here, I was declined on 2 of the transactions for 1000 crystals. However in my Bank account, I was charged off the 2 - 9.99 USD. In-game i did not received any crystal so I was being charged for nothing. Can someone clear this up please ?
