Help: I cannot see my other character

they are at the same server ch60.

BTW going dual account is allowed right? (one from chrome, the other operated from opera)

they are also at the same place yet they can't see each other? how come?

in addition to my case, i can whisper my other char (vice-versa) and they can also become party mates but they wont still be visible to each other.
Wont share quests and exp too. what shoooould i do.

You need to be on the same instance to see your other character, or any other character for that matter.

To change your instance, click on the little yellow L# in the upper left corner of the mini map, and select the instance you want to be on from the drop down menu. Make sure both of your characters show the same L# and you'll be able to see both in the same place.
