Is it normal for a higher level player to keep killing only one person in a PVE environment repeatedly when the person is on peace mode?

It is bullying. There should be limited times a higher player can attack someone much lower than him/her.

This higher level player only kills me! It really does feel like bullying..I can understand when it's PVP..but not PVE..I can't complete my quests and it kills me for no reason :/Comment

I was at Whisperwind Beach ( I think that's what it is called) Server : Holorn cliffs
And I am level 44 against a level 75 or 76
So I don't even have a fighting chanceComment

Well, I hate to tell you this but... You are on a PvP server, so you're going to have PvP on the majority of the maps you're on. If you don't want PvP, there's a large selection of PvE servers to choose from.

It's not that weird. You should try switching instances to avoid the player. Or, run to a random map in the opposite direction, like up in Celestial Palace as high as you can go, click on the mini map to grab the coords. Then run near the map you want to grind on, and then hit enter on the chat box to send the coords to world chat. Then right after, say "oops, wrong chat".
