I accidentally performed a normal repair on my Fragarach weapon and its maximum durability dropped from 167 to 163. If I upgrade it, will the maximum durability go back up to 167, or will it remain at 163 or below forever?

The durability will go back up when upgraded iirc

Yes, it will, as well as when you totally break it (0/167), upgrading to the next stage will leave you with a brand new weapon.
