Server and Character issues

Hey guys.
I'm facing an issue with my character.When I first started playing (yesterday)I logged in and went to the serverBloodshed Hollow.I made a character and reached level 17.
The problem is,when I go to another server I cant see my character.It only seems to appear in "Bloodshed Hollow" server.If I go to another sever it tells me to create another character.

Is this normal or a bug?

You need to create a new character for every server you join.
