Basically thats new quest and its not translated yet, let me translate it for you because I'm A PRO.
First it said, that Mr Meiyou's birthday is coming but people are not sure how old is he, by looking at his youngest son that is 50 years old, people think that Mr Meiyou is about 121-132 year old. Therefor people would like to celebrate his birthday, people need your help, you need to gather 50 BAMBOO OF JUSTICE(like a bamboo but this one is with justice), also 50 Pincou wu of Ni Hao Ma(its like a useless fabric thing but with "ni hao ma"), finnally they also need 10 Gua Mi Siren(A melon, melon of awesomeness and PRO). After you get all the thing you need, you have to go to the top mountain of Vidalia and talk to the penguin there, the penguin will craft the gift you need to celebrate Mr Meiyou's birthday. Basically it will look like this.
