Getting "Killing for the Handbook 1" Monster handbook

I'm already a lvl 100 Scion but for some reason i couldn't find the quest to unlock the magic(blue) section of the Monster Handbook... I finished my outstanding(green) section when i was mortal which i think it screwed me up for some reason cause Ive read somewhere that when u unlocked all outstanding, u get the quest to unlock the magic section..unfortunately I probably had to delete the quest to Rebirth into scion so... where can i get it now? Please help ><

I would file a ticket and ask R2 for a solution. There is nothing you can do to trigger the quests when u had to cancel them for rebirth.

You cannot do the monster handbook quest once you abandon it. And you can never do it again. Ever.
