If it's your first purchase from the account overall, then yes it will take 24 hours.
However, people like me who recharged before and entered a new server, you should have received it around the same time you received your crystals.
Then again, that was my situation and I don't know how it is for others - so I guess you can follow up on the suggestions above me.
