For first time Crystal purchases you will be limited.
However for every month the limit gradually gets increased.Helpful Links

So lets say a guy has been active for 4 months, all of a sudden he cashes a goddess buff maxed, maxed out sperion, and a gen 5 DK. Is that even possible to do in a month's time with this limits in place?Comment

The limits for spending crystals are level limits, so yes it's entirely possible.
