Bound means you cannot trade it no matter what. In terms of synthesizing gems, you cannot synthesize a bound with an unbound.
What I mean by that is: 2x Bound Superior Ruby Gems and 1x Superior Ruby Gem will not produce 1x Flawless Ruby Gem.

Bound is usually gained by quests or prizes and can not be traded, if there its not bounded you can sell it or trade it.

Gem Coupons give u bound gems, so choose wisely when converting to coupons and bound gems.
