If the person hosting the party is unknown, the players in the torch party will want to see the torches on the ground before they pay. That's common. Far too often people pay for a torch party, then find the host suddenly offline.
If you are the host and want to make sure you aren't being scammed, have your torch party in Indigo. If someone doesn't pay immediately after torches are dropped then they can be kicked from the party.
