I play CS on a different website, the name of which will not be mentioned because I'm not entirely sure if it goes against the rules of r2 forums, I was wondering if its allowed to recruit for that particular server, and if so, could there be a server forum created for it?

Unless the site has 'r2games' in the address, you cannot advertise it, which is what you would be doing by trying to recruit for the website you are playing.
